I'm unable to reproduce this in a chroot environment and I can't understand how
can libtorrent-rasterbar3 include a file from libtorrent-rasterbar2 since they
are versioned shared library packages and their file listing is respectively:

Methinks this wasn't the Ubuntu package, but the one from a ppa (maybe deluge) - that's why you were unable to reproduce the error. Bug was fixed nonetheless with the latest update today.

I can confirm the bug. Even with the fix released today, I still can't open Deluge for example:

"ImportError: No module named libtorrent"

As workaround:

sudo ln -s /usr/lib/python2.6/site-packages/libtorrent.so /usr/lib/python2.6/dist-packages/

And now it's working perfectly.
