code review 'pending' page would be better as a table

When looking at:
https://code.edge.launchpad.net/~bzr/bzr/trunk/+merges

There are currently 20-ish branches requested for review, and it is a bit difficult to figure out what one should be doing.

Compare that to:
https://edge.launchpad.net/bzr/+milestone/1.15rc1

I'm not sure about having downloads first, etc, but at a minimum you can see a nice listing of the bugs and their current status.

Martin pointed me towards:

which is certainly better.

However, I came across
https://code.edge.launchpad.net/~bzr/bzr/trunk/+merges

because it was directly linked from
https://code.edge.launchpad.net/~bzr/bzr/trunk

And as yet, I haven't found a direct link to +activereviews

So while +activereviews is certainly better formatted, I don't see a way (yet) that it can be discovered without URL hacking.

Personally, I think the +merges page off a branch isn't very useful. However, maybe that should be handled as a separate bug. Right now, I don't know what to do with this one.
