can't remove proxy on jaunty

A Very annoying problem

While I've removed proxy on network proxy and synaptic network preferences, and delete all characters in /etc/apt/apt.conf, ubuntu jaunty still using this proxy !!!

After reset, after apply system wide , I don't know how to fix this problem.

Sorry but this proxy affect all programs, not only apt !
With wget or with firefox this doesn't matter.
