Shift key makes no difference when scaling, but Basic Tutorial says it should

Bug Description
Using Inkscape 0.46+devel r21448 on 64-bit Windows Vista Home Premium. My machine's locale is English (United States).
tutorial-basic.svg says: "You can use the keyboard to move (arrow keys), scale (< and > keys), and rotate ([ and ] keys) objects. Default moves and scales are by 2 px; with Shift, you move or scale by 10 times that."
For me this is all true except that it makes no difference whether I press Shift or not with < and > (which, when unshifted, are actually , and . on my keyboard). Objects are scaled by about 2 px in either case.

My proposed solution: Remove "or scale " from the tutorial passage I quoted, changing it to: "...with Shift, you move by 10 times that."
