When reporting bug, if form validation failed, it displays "Is the bug you’re reporting one of these?" again

Bug Description
Tried to report bug in one of projects, filled invalid value in tags (string beginning with '--'). After I pressed "Submit bug report", only "Is the bug you’re reporting one of these?" list appeared and "No, I need to report a new bug" button. After pressing "No, I need to report a new bug", other part of page appeared, with error message telling that tags are invalid. This is a little confusing. I think, after reload with validation errors whole page with form and error messages should be shown and "No, I need to report a new bug" skipped.
