Bug Description
After upgrading to the 4.3 Beta 1 all the Klipper preconfigured actions disappeared. I have also tested this on a new user and there none. Acording to http://

Once fixed in KDE, it will be included in Kubuntu once the KDE version the fix is in in reaches Kubuntu.
