Floating selectors do not appear from hidden toolbars

Bug Description

When you make the window narrow, part of the toolbars are hidden and appear as a drop down menu when clicking on the extention widget. However, items such as Font Colour which would usually produce a floating selectors no longer do that.

The little arrow which signifies the potential expansion is no longer there, so an experienced user would realise that the functionality of the button has changed, but a less experienced user would simply be confused. Even when you do understand it, the button is no longer very useful as you can only select the default colour. The behaviour in Writer and Calc also seems to be slightly different (different resulting default colour), adding to the confusion.
