Word can't start with a '

Bug Description

Binary package hint: aspell

When I install aspell-nl, it gives warnings that a word can't start with a ' sign. The word that gives errors is: 's Gravensbrakel.
Its a existing word, so it really shouldn't give a warning!

The warning message from the installation:

aspell-autobuildhash: processing: nl [nl]
Warning: The word " 's Gravenbrakel" is invalid. The character ' ' (U+09) may not appear at the beginning of a word. Skipping word.
Warning: The word "06-nummer" is invalid. The character '0' (U+30) may not appear at the beginning of a word. Skipping word.

I can confirm this error / warning.

I have reported it upstream: https://sourceforge.net/support/tracker.php?aid=2798146

Recomend low importance as it does not affect a large number of users.

I have been in contact with the maintainer of aspell and he says it's a issue with the aspell-nl dictionary. I contacted the person listed as the maintainer in the documentation in the package, but he doesn't maintain it anymore. I'm not sure where to take this issue.
