[OS X] missing ~/.config: Inkscape cannot create profile directory

Bug Description

Mac OS X 10.5.7
XQuartz 2.3.3.2 (xorg-server 1.4.2-apple42)
Inkscape 0.46+devel r21339 (in ~/Applications/ installed)

If a new user starts Inkscape and has never used it before, nor has used an application before that created ~/.config, Inkscape starts with an error message 'Cannot create profile directory /Users/test/.config/Inkscape.' After manually creating ~/.config, Inkscape starts and can create the profile and its subdirectories.

to reproduce:
rename ~/.config and restart Inkscape

I stumbled over this bug after updating my system to 10.5.7 and testing the new XQuartz 2.3.3.2 server with an account where no X application has been run before. Cannot verify if this is related to the upgrade. I can reproduce it in my own (non-admin) account by renaming ~/.config.

Inkscape now creates ~/.config if missing (thanks for fixing!), but no
longer the ~/.config/inkscape/* sub-hierarchy for user configuration files

 inkscape/extensions
 inkscape/icons
 inkscape/keys
 inkscape/palettes
 inkscape/templates

as did previous revisions. Is this intended? It is easier to guide new
users where to drop new templates or extensions, if the folders already
exist.

I thought it did! I had even filed a bug report requesting it be added because others did not recall the behavior and so I thought I was wrong.

I'll file a new bug report as a regression.
