KDE translations: French words same as English are overriden by another language

Bug Description
Binary package hint: language-
* Config : Kubuntu 9.04
* Symptoms :
- Everything is fine when the languages are set to FR / EN : all is correcty translated into French.
- When setting the languages as FR / DE / EN in KDE (French first), a few German words appear where French was correct before!
- At second sight, only French words identical to English words are set to German!!
I'll take kmail as an example although the problem is in many places :
&Message (same word in French as in English) becomes &Nachricht
&Urgent becomes &Dringend
&Options becomes &Optionen

The translation is in kmail.mo, which is found in package language-
). This .mo does NOT contain the French translations of theses words (so it is logical that German appears)!
The source kmail.po exists in the SOURCE packages of
- language-
- kde-l10n-fr (seems to come from upstream, and contains the words identical in French and English).
I'll add:
- Same problem found with French/
- I can't test anymore, but I'd bet the problem was there in KDE 3.5 in ubuntu 8.04 (random German words here and there)
- So this does not seem to be a problem of coherence between Launchpad and upstream, but more internally of Ubuntu.
- Problem is confirmed by the kde-fr translation team, but the problem does not lie in KDE itself...

I've checked Kmail translations in Launchpad and in language- pack-kde- fr source package.
Upstream template from Stable branch (kde 4.2.2) : 2703 strings, translation complete
Launchpad translations : kmail template has 2702 strings, it seems to be identical to upstream (minus one string ?)
language- pack-kde- fr-base : only 2476 strings ! &Message, &Urgent and many other strings are not in this template !
Obviously there's a problem in the language pack build process...
