gnome-panel sometimes cannot launch a program correctly

Bug Description

Using Ubuntu 9.04, with gnome-panel 1:2.26.0-0ubuntu7:
I have an application launcher of firefox on the panel, but sometimes I cannot launch firefox through this launcher, instead, when I use Alt+F2 or the terminal to initiate it, it always works.
This also applies to BOINC, hence I think it's probably not an issue linked to firefox.
The commons between these two software is that I get the pre-compiled bin files from the internet, but what used to run firefox is a sh script.
I assume that gnome-panel doesn't run the applications like when I run them directly from Alt+F2 or nautilus, is it so?
I hope to provide more accurate information on this, but I don't know how to, could anyone give a suggestion for me to collect information?

 * Is this reproducible?
 * If so, what specific steps should we take to recreate this bug?
 * Do you get errors in .xsession-errors when getting the issue?

 This will help us to find and resolve the problem.
