position:fixed Nav interacts badly with in-page links

Bug Description
When a link to a page references an anchor (i.e. the fragment-identifier in the URL references some field or method documented on the page) following this link will take the user to that part of the page directly so that they don't need to scroll there by hand.
However, with the navigation is positioned at the top of the page, and because the positioning of the viewport on following internal links doesn't take the nav into account, the initial line of the content that the user is interested in will be hidden behind the nav.
Not sure what to do about this. Maybe the suggestion Stephen made to get the navigation working properly in IE will help with this issue too?
