i like the icon
but :
- the tango one doesn't seem to match Tango's Color Palette http://tango.freedesktop.org/Tango_Icon_Theme_Guidelines (for instance the blue surrounded stars) ?
- it's better at big size. At low res it looks a bit messy
Maybe the magic wand should not be so close to the loudspeaker ?
Look at the gnome-sound-recorder icon for instance : the record symbol is not superimposed on the mic

Also i think that at low res the icon could be different
for instance the loudspeaker could be displayed without an angle like this http://www.masternewmedia.org/news/images/loudspeaker.jpg
it could help to get a sharp/pixel-perfected icon onto the grid
http://mso-chronicles.blogspot.com/2008/06/echo-icon-common-mistakes-blurry-icons.html
Often icons are different for each res
see gimp icon attached for instance

"When you design a bitmap 16×16px icon, you have to simplify the artwork a lot. Not only by limiting the number of detail, but also by sticking to the grid more. "

for instance, for a 16_16 format, maybe icon should be simplified a lot

It could be a good idea to start with audio-volume-low icon in status folder of tango-icon-theme (here http://tango.freedesktop.org/Tango_Icon_Library), to keep only the loudspeaker and to add the magic wand and stars without superimposing them, at least at 16x16, 22x22 (and probably 32x32)
The work has to be done considering the grid as i pointed out above
I would love to do it but i have no talent as graphic designer :-(

this is summarized in Tango Icon Theme Guidelines
http://tango.freedesktop.org/Tango_Icon_Theme_Guidelines#Sizes

"There are three major icon sizes an icon theme must address: Large, Small, and Extra Small.

Since Tango uses vectors for the large size, all other sizes—excluding small and extra small—are handled by scaling this vector icon to the target resolution. The reason to explicitly define small and extra small sizes (and not just use a scaled version of the large size) is because using such a small size requires object simplification, which often includes a change in perspective.

Some desktops do not make the extra effort to create pixel-perfect small sized renderings and simply render the large size onto the tiny canvas. While this may appear to save a lot of work, we believe the extra effort is only marginal and the resulting extra definition ("crispness") is worth it. While display resolutions increase over the years, there is also a fairly large market of small devices such as PDAs that will benefit greatly from the attention to the smaller-sized icons. Below, we include suggested workflows to help the icon designer to be as efficient as possible when creating all sizes."
