A. The bug is from the package xfce4-settings (I think) which is a part of the xubuntu-desktop metapackage.

Q. The release of Ubuntu you are using
A. My configuration is a fresh Xubuntu Jaunty 9.04 installation with the new Xfce 4.6.0

Q. What you expected to happen
A. I'll try to change the raise_delay parameter.
In xfwm4-settings, going to the "focalisation" tab, moving the cursor on the second bar (called in french : "Délai avant la mise au premier plan") from "short" to "long".
(the checkbox above need to be filled, it is called in french :
"Mettre les fenêtres au premier plan lorsqu'elles recoivent l'attention")
Then click on Close/Exit button in order to save & exit.

Note : I'm on a french localised Xubuntu installation, so I don't know the english name of all parameter.

Q. What happened instead
A. The raise_delay value isn't change has mentioned by a xfconf-query monitoring on channel xfwm4.
Going back into xfwm4-settings show the bar already at the shortest value : the parameter wasn't saved on exit !!

If the report is not clear enough, I'll try to switch in english language interface, in order to give you the correct name of all fields.

Just a precision.
To access xfwm4-settings, I'm using xfce4-settings-manager which is installed with the package xfce4-settings.
Obviously, it seems that xfwm4-setting wasn't installed by the same package.
xfwm4-settings is installed with the package xfwm4.
Both are using xfconf to store their parametres, but I think the bug is in xfwm4-settings because I obtain the same "error" when getting thru xfwm4-settings launched in a terminal.

Thank you for taking the time to report this bug and helping to make Ubuntu better. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner. There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates.

I am unable to reproduce this issue using Xubuntu 9.10. The setting you refer it, I think, is Applications -> Settings -> Window Manager, Focus tab, Raise on Focus. Adjusting the slider did change the time waiting for a window to grab focus.

Could you test this and let us know if it is working for you now? Thanks.
