Bug Description
My ISP does not allow large downloads in the daytime. And many packages require user input to configure. So I need to use "apt-get --download-only upgrade" at night to download the packages and "apt-get --no-download upgrade" in the daytime to install them.
"apt-get --no-download upgrade" should upgrade my system from the cached packages and indexes without accessing the Internet at all.
But "apt-get --no-download upgrade" fails if it does not have an internet connection. If it has a connection it will try to download the package indexes and my ISP will hang it.
I believe that apt-get is part of the package "apt 0.7.9ubuntu17.2" but it might be part of apt-utils.

There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test the current Ubuntu development version (10.10). If you can test it, and it is still an issue, we would appreciate if you could let us know.
