xfce4-mixer master is always muted at reboot

Bug Description
Binary package hint: xfce4-mixer
Every time I start my computer (Xubuntu 9.04), I first have to open the xfce4-mixer by clicking on the sound icon on the panel, then I have to unmute the Playback master and increase the volume that's always almost zero.
I would expect it to remember its last status (both mute on/off and volume).

Of course, a real quick fix is to remove pulseaudio. This normally happens when pulseaudio has been installed, either by the user or by an application the user installed.
