"Enable transparent menus" does not enable the "Opacity, Brightness and Saturation" plugin

Bug Description

When I tick "Enable transparent menus" under Desktop > Compiz Fusion, I still have to manually enable the "Opacity, Brightness and Saturation" plugin in the CompizConfig Settings Manager.
