OnTop mode for Dialog box is sent to background by gnome-terminal

Bug Description
Binary package hint: nautilus
I had a transfer of files running. I also had mutt on gnome terminal, open in Full Screen.
I tried to set the nautilus Dialog box to OnTop, but everytime i clicked on mutt, it would send the Dialog box to background.
I'm using compiz
