As it turns out, we goofed on KARL2 and didn't actually implement a limit. So, people have an expectation that they can use KARL beyond 5 Mb.
OSI wants some time to think about the right set of actions, so for now, remove in Apache and KARL any limit. Or, set to some huge number (like 999 Mb).
