Idea pages should have the idea summary in the page title

All pages of an idea torrent instance currently have the title "[IdeaTorrent Name] | IdeaTorrent".

Pages of specific ideas, such as http://ideatorrent.org/ideatorrent/idea/1/ should have the idea summary in the HTML <title>.

This makes it easier for users to find visited ideas via their browser's address bar, and for IRC bots to announce what the idea is about.

I cannot reproduce this issue on my installation of Ideatorrent (Source: https://code.launchpad.net/ideatorrent), nor does the installation at Ubuntu Brainstorm has this issue: http://brainstorm.ubuntu.com/idea/1

Assuming that the IdeaTorrent website is running an older version of the software, I would recommend checking out from the above mentioned code repository and see if you still have this problem.
