Bug Description

Make it possible to edit bug tags inline, making use of the auto-complete widget for suggesting official tags.

I've reverted r8932 because it broke a number of page tests:

The branch was missing the corresponding changes to the test suite.

Above, I meant r8392, of course. The revert occurred in r8397, if that helps in resurrecting the changes.
