Bug Description
Renaming a person's name when they have a PPA causes havoc with the PPA if a new source is uploaded after the rename, because the repository is not renamed at the same time.
Until we fix bug 87326, we need to block person renaming if that person has any PPAs. We also need a warning on the activate PPA page saying that once the PPA is activated, they won't be able to rename themselves.
Once bug 87326 gets fixed, this change can be backed out.
