Bug Description

Users report from time to time they have ignored files and are surprised they're still versioned.

I think the current behaviour of versioned-overrides-ignored is still right, but we could perhaps provide a UI for this. Perhaps 'bzr rm --keep --ignored --interactive' should ask you if you want to unversion those files.

Surely the users getting confused are precisely those that won't know to
add such options?

So perhaps:
 - note that they won't be unversioned (we already do I believe)
 - but also output a command they can run to unversion those files.

I've changed my mind about a bunch of files that I've versioned, updated my .bzrignore to reflect that, and now I want to unversion all files that would normally have been ignored if I'd had this .bzrignore file from the start.
