Binary package hint: network-manager
After upgrade from 8.10 to 9.04, clean shutdown or reboot was not possible as the shutdown sequence
stalls on /etc/rc[
attempted to be killed by S20sendsigs and was in uninterruptible sleep
One work-around was to
ln -s ../init.
in /etc/rc[06].d , although this may not be a general fix for those with more complicated networking situations.
(In the case above, the NetworkManager controlled the wireless card, and there were no network mounted
filesystems.)

The issue that you reported is one that should be reproducible with the live environment of the Desktop CD of the development release the Karmic Koala.
