Letters (fonts) sometimes gray instead of black

Bug Description

Sometimes, text is rendered light gray-ish instead of black. That applies to some buttons, menu lables, even to text in different web browsers. My font rendering is set to "best form", but other settings gave the same result. Now I set it to "black and white" but I kinda doubt that works. The fun thing is, that sometimes when the text has to be redrawn (e.g. because a window moved over it and off again), the text is fine, again.

I can't reproduce this on a fresh karmic install upgraded to Lucid. Can anyone confirm this still exists in Lucid?

Ubuntu 13.10 here, see this bug often in Synaptic, Empathy.
Looks like text keeps being in inactive color.
