Can't comment on a blueprint if the URL isn't set

Bug Description

If you come across a blueprint (such as https://blueprints.launchpad.net/ubuntu/+spec/niversal-updater) that does not have a URL for a wiki page set, you cannot comment on the blueprint. You'll see a link "Set the URL for this specification," however as pointed out in bug #105759 the link may be active but almost no regular users are allowed to set this field on the blueprint.

As a fallback I wrote some comments in the "Status Whiteboard," but I don't believe that's the right place to leave comments and anyone can come along and delete the text in that field.

I suggest that either the URL be a mandatory field in the New Blueprint form, or that launchpad create a new wiki page if none is specified.
