[request] Ubuntu configuration manager

Bug Description

One thing missing from Ubuntu is a unified configuration manager like YaST or DrakConf from other distributions. For system parameters Ubuntu relies mostly on Debconf system which is not quite user friendly for regular users and the few frontends for it are chaotic and somewhat incomplete. For desktop and some system parameters it relies on Gnome configuration tools (or KDE's), which is problematic for the reason it's not consistent across different desktops and some of those may not even be present (when using say WMaker or even Xfce).

Therefore I'd say there is a need for a centralized and efficient configuration manager, which would connect with Debconf and mostly replace Gnome and KDE configuration tools. It might be even good for the image of Ubuntu, since now it could be actually interpreted as a highly customized and polished Debian. Not to mention no difference from other distributions since there are no major (and visible by users) Ubuntu-specific tools.
