UNR OEM mode: keyboard layout is reset by langage selection

Hi
(initially reported in bug #364648 but split here in its own bug)
When rebooting into the target user and running oem-config, I'm asked for user name password etc. and the keyboard layout is selected from the language even if I don't change the language and the keyboard layout was different (e.g. I selected French language and USA layout, but oem-config reset to French layout when I hit "next" on French language).
I think the oem-config wizard should preferably default to the OEM preset options, unless the user diverges in the keyboard choice.

There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test it on a currently supported Ubuntu version. When you test it and it is still an issue, kindly upload the updated logs by running only once:
apport-collect 372857
and any other logs that are relevant for this particular issue.
