Bug Description

In KARL2, forums were at:

  https://karl.soros.org/forums/

Although each forum was for a particular office, they were all stashed in one folder. We used ID conventions, I believe, to do the joining. For example, here is a forum for the NYC office:

  https://karl.soros.org/forums/nyc-personals

In KARL3:

1) We can store forums *both* inside a particular office, as well as above all offices:

  /offices/nyc/forums/nyc-personals
  /offices/forums/osi-news

2) We happen to not be doing the latter, currently.

3) The run.py script creates:

- All the correct offices, including the forums tool folder

- All the forums themselves

Thus, this task is about taking the topics and replies from the correct KARL2 forums (e.g. /forums/nyc-personals/*) and putting them in the already-created forum (e.g. /offices/nyc/forums/nyc-personals).
