Bug Description
The stylesheets put padding on the top of <body> so that there's room for the in-page navigation to appear there, but these is applied even for pages like the subsidiary, navigational pages used in the frameset that lack their own nav.
This could be fixed by adding a style-class to the <body>, on pages which need extra space for the nav.
