Misleading error message leads users to do silly things

Bug Description

Occasionally we'll see projects registered that have all of the available licenses selected and have found that behavior to be a bit mysterious. In conversation with a user yesterday he said he got an error message when he didn't chose any license that told him he had to select them all.

I just repeated that exercise and the error message displayed is:

"Select all licenses for this software or select Other/Proprietary or Other/Open Source."

The message needs to be reworded to avoid confusing people.

so this bug is no longer relevant.

When no licenses are selected, the error message is displayed under the mass of licenses. It's this error message that requires fixing.
