Please merge python-debian 0.1.13 (main) from Debian unstable (main).

Remaining Ubuntu changes are:
* debian_bundle/deb822.py: _CaseInsensitiveString(): use __new__ instead of
   __init__ to avoid a warning with Python 2.6;
   - This patch already made it upstream and will be included in 0.1.14 but it may
      not be released for another few months.
