update-manager-kde has no permissions as normal user to install/update packages

Bug Description
Binary package hint: update-manager-kde
Since the update to ubuntu jaunty the update-mangager-kde is not longer working as a normal user.
After the selection of packages to install or update and applying it, the update-manager-kde hangs for some minutes and then give following error message:
"You don't have the needed privileges to run this action."
I don't know what has changed, but I think there is no longer any function to get root permissions. I was not asked for a password the whole process.
Should be a little change to get it working.
