Bug Description
In KARL2, if you walk up to your profile or someone else's profile, you see a portlet on the right that shows that person's tags:

Spec
=======
1) Show up to 10 tags, sorted in reverse by count.
2) Each tag is a hyperlink to a page showing the resources that person has placed that tag on (security aware.) E.g.::

...with the "Related Tags" box pointing to another personal-tags page.
3) At the bottom of the portlet, a link to browse all the tags by that person, e.g.:

I don't think that screen is paginated, though it probably should be. Thus, pagination is extra credit.

Paul, I have made several commits intended to bring the profile tag
stuff into line with the spec, but would prefer to be able to run a
twill test for this case (the interactions between the views are not
easy to get right).
