On upgrading to 9.04, this error occured:

Reinstalling or Removing doesn't work, either (via package manager).

This usually means that the .deb file was corrupted during download. You could try deleting /var/cache/ apt/archives/ kdelibs5- data_4% 3a4.2.2- 0ubuntu5_ all.deb and then try to upgrade again.
