Bug Description
Split off of bug #371560 so fix for that could be cherrypicked more easily.
If this turns out to be a problem as well, it might require cherrypicking as well, though chances are much less of that happening (i.e. two sharing potemplates having two different potmsgsets in opposite orderings).
Queries need to be partially migrated to Storm so we can order by on a column which is not being directly selected.
