Bug Description
Users usually upload changesfiles containing a common/shared orig.tar.gz first, expecting that subsequent uploads, even within the same processing batch (5 minutes slot) can benefit of it.
It turns out that this behavior is not guaranteed in the UploadProcessor code, it's governed by the arbitrary order coming from os.listdir().

Processing order by last modified date seems like a less fragile way.
