ifupdown script 0_wpasupplicant assumes CONFIG_PACKET=y

Bug Description

If I start my laptop without any wired network connection ifup $wirelesscard will fail with

run-parts: /etc/network/if-pre-up.d/0_wpasupplicant exited with return code 1

This message also appears during the start of the loopback interface and during the first start of the wired interface.

Reason: /etc/network/if-pre-up.d/0_wpasupplicant checks for /proc/net/packet but af_packet is not loaded yet.

Suggestion: Don't check for /proc/net/packet or do a modprobe first.

This may also solve Bug #36634, but I'm not sure.

we will remove this check in the next upload. Until then, please modprobe af_packet
