apport doesn't work behind a proxy

Bug Description

Os: Ubuntu 9.04
version: apport 1.0-0ubuntu5
I have a proxy in the network and apport seems to not work behind it. Here is the error displayed :

Could not upload report data to crash database:

<urlopen error [Errno 101] Network is unreachable>

I tried setting both http_proxy and https_proxy environment variables and I can confirm the same problem. When apport supports these varialbes, it should also make a best effort to support the http_proxy related variable in gconf too.

It's also worth noting that the http_proxy environment variables are usually limited in the range of proxies they support. For example I've a Socks proxy, though I do have polipo configured to act as a HTTP proxy.

It should be possible to configure socks as the proxy method for every application, much like a default route is configured in the interfaces file... Understanding the major difference in where and how these settings are used, what I'm indicating is that this complexity should be hidden from the users.
