ovimport should support importing compressed globals and routines

Supporting compressed files would save disk space and reduce import times. We should look to see if supporting standard input is possible too, that way we could be piped uncompressed data from any sort of compressed file.

There are some design considerations - for example, what files do we look for inside of compressed archvies? If there is more than one file, which do we import?
