.partial of a file we were downloading -> remove metadata of file?

Pfff, bad debug message, it should say *not*.

Now, the relevant piece of code is:

        elif changed != "SERVER":
            m = ".partial of a file that 'changed' != SERVER: %r"
            despair(m, fullname, realfullname)
