[jaunty, dbus, upgrade] clock applet fails to set timezone if /etc/timezone doesn't exist

Bug Description
If /etc/timezone doesn't exist (it's not created on upgrade, for instance), adding a location and setting it to the default via the 'set' button silently fails. The applet's weather indicator (for instance) shows the correct weather until logging back in, at which point the location is reset (seemingly to nothing).
Running dpkg-reconfigure tz-data recreates the file, at which point the calendar applet immediately works properly, and can set the machine timezone.

Your solution solved my problem, thanks. This is definitely a bug I've been having for a long time, and upgrading to Hardy or Jaunty didn't solve it.
