-- Please Disregard This -- I just realized I had gnome set full screen shortcut set to Alt-F, that was the issue
When using the accelerator (menu shortcut) Alt-V+Alt-F (equivalent of View->Full Screen) when Firefox is already in full screen mode, Firefox restores to a window frame, but with its toolbars in a full screen like mode. The File bar is hidden, there are minimize and restore buttons next to the menu bar, the toolbars autohide, and the status bar is hidden. One can just press the restore button to do what was actually expected and have a restored window with static toolbars. I haven't tested this behavior on other versions of Firefox.

Expected Behavior:
Firefox should either restore the window as before fullscreen or not respond to Alt-V+Alt-F
