Bug Description
When selecting Edit on the Overview page for a community, I am able to select Forums and Intranets as tools. I am logged in as myself (agalietti).

- Get Shane to do it, perhaps ripping up cruft along the way (make it
a callable, use queryMultiAdapter to set defaults, simplify tests)
