Explanation of the Ubuntu delta and why it can be dropped:
The only Ubuntu change is the fluxmenu patch listed in the debian changelog entry.

fluxconf (0.9.9.2-3) unstable; urgency=low

  * Fix fluxmenu crashes on empty menu strings (Closes: #518867).
