"quote" blog comment should automatically redirect to comment box

Bug Description
Let me know if this doesn't make sense. If you hit "Quote" in the blog comments section, you should be automatically redirected down to the new comment box. Right now, if your cursor is not already in the new comment box, hitting Quote won't do anything. This should be a one click process: click Quote and you get automatically redirected to the comment box with the quoted comments in place.

I remember seeing this also, perhaps on IE. It happens if the comment box isn't visible (meaning, you don't scroll down.)
I'll mark this as Low simply because we might still go into production even if we don't fix it.
