System wide proxy settings ignored partially

Bug Description

Binary package hint: kdebase-workspace

I have set up a proxy configuration via Network-Settings->Proxy. I am using a pac-proxy which works, because I can use konquerer to browse the web via this proxy.

Several modules of KDE ignore these settings.
"Add or Remove Software" does not work. Trying to install a package fails, because it ignores the proxy settings (verified with wireshark)
"Software updates" same problem
"Get new Hot Stuff" fails if I try to install a new Login-Theme. It works if I try to install a new Color Scheme from the Appearance Settings.

This would be a bug with the KDE applications that do not follow the proxy settings. (OpenOffice can't be expected to follow KDE proxy settings, but I suppose you could open a wishlist for that)
