Bug Description

The first thing the DC swarms did was send each other hundreds of memos to totally spam the group chat. There should be some limits...

I'm not sure that there should be. If people abuse the bot the owner should
revoke their permissions.

This abuse is still rife on DC. The big problem is that the bot becomes a spammer in delivering the messages.

I think we should have some limits (possibly with an extra permission to override them). But before we can do that, we need to be able to delete memos
