hotplug hangs during install

Bug Description

booting and installing ubuntu 5.1 on a HP 7220n slimline pc(new) was okay until the reboot stage. The pc hangs when loading module hotplug. Goes from graphic to text interface and stays there.

hotplug is not shipped in dapper, so this bug should no longer be present
