Wrong permissions on /usr/bin/kcheckpass

Bug Description
This has been going since Breezy AFAIK but I can't find a bug report for it and was quite surprised to find this annoying bug on my Flight 3 install of kubuntu dapper updated to flight 5 or so.
The file /usr/bin/kcheckpass has the wrong permissions set to it, I cant remember which though sorry. Whenever the screensaver comes up and locks the session, or whenever the session is locked manually, when trying to unlock it the password is not recognized as correct.
I easily fixed this bug by changing /usr/bin/kcheckpass right with
sudo chmod 4755 /usr/bin/kcheckpass

This fix is wrong - you should better do:
sudo chgrp shadow /etc/shadow
This bug has been fixed recently and was caused by Users module of KDE System Settings (kde-guidance).
